But I guess that would be saying something in itself. Post zenkai Perfect Cell would absolutely decimate Hatchiyak ,he's a SSJ2 tier. Low SSJ2 Tier>High SSJ tier I think Hatchiyak is also of lower SSJin 2 tier, don't forget vegeta was still able to surprise SPC when he was injuried. And gohan was able to beat SPC when injuried, and I think it was stated in the manga that gohan lost half is power because of it. Personally I think SPC is over-rated because we never actually got to see him and Gohan SSJin 2 fight hand-to-hand, While gohan was not injuried. Like I said Hatchiyak is around broly's PL, which is stated bby many to be lower SSJin 2 tier, so I still say it would be close. Both of their more powerful Ki beams look like they could make some serious damage to one another.

Fair enough you only watched the anime, but, although Cell showed some fatigue, he was heavily suppressed when fighting Son Goku, he wouldn't break a sweat at FP during the same battle with Son. But if he wasn't using his full power why be tired? Its like going out running. You are a sprinter right? But you jogged 100 metres, you wouldn't sweat because you arent using much energy, you are capable of jogging 5 mile, so if this logic is applied to anime, why would cell show fatigue? It doesn't make sense. You only show fatigue if you are pushing yourself near your limit, at your limit or beyond your limit. If you suppress your PL then you are suppressed, it's not like he suppresses it but if Cell starts fighting it will rise again. Think if it like a balloon, you blow up the balloon and hold the end =suppressed, if you let go the air will come out, but if you tie a knot it won't = locking your ki signature. The Z-senshi + Cell can raise and lower their ki signature at will. Cell 'locked' his ki at a point when fighting Goku, so his limits end where he locked it, all he has to do is raise his ki and it would be fine. If all that is bs, then Cell powered up against Gohan, so this immediately indicates he was suppressed prior to fighting Gohan and therefore was suppressed while fighting Goku. Oh and if you went for a run down the road, even if you are a marathon runner, you will still be tired, or at least sweating, doesn't necessarily mean you're unfit nor trying your hardest.

Erm if you ran jogged for 100 metres and you can jog miles, I don't think you would sweat, at least I don't, I dont experience fatigue if I jog a tiny fraction of what I'm capable of. Also think of it like this he lock his ki like you said but he locked it at that point out of his total. So say he locked his at 60mil/130mil then he is only holding back. For example when trunks deflected a gun shot when his power level was 5... I dont think at a PL of 5 you would be able to stop one of frieza's soldoers bullet hmmm

Even if you gave Hatchiyack the advantage, Cell isn't stupid. He'd find out Hatchiyack's weakness just like Goku did. im not sure cell absolutely stomps as hatchiyacks strength rivals brolys own, but since i believe IPC=broly movie 8 then it not hard to think this would be a good fight. But hatchiyacks open weakness is exploitable to a fault. Cell takes this after figuring this out, and quick.
